Overview
The Office of the CTO (OCTO) for Microsoft is chartered with understanding, shaping, and accelerating technologies and their impact across Microsoft, industry, and society. OCTO leads investments in emerging technical bets, provides technical insights, and drives high-priority company-wide Artificial Intelligence (AI) initiatives, while partnering closely with engineering, research, and product teams. As part of this, OCTO is responsible for Microsoft’s technical strategy for the use of OpenAI technology across Microsoft. OCTO operates as a highleverage organization – working across boundaries to support technical clarity, execution rigor, and responsible innovation.
We are seeking a Senior Technical Program Manager to drive technically complex initiatives that span multiple teams and disciplines. This role is designed for experienced TPMs who are executors, comfortable navigating ambiguity, and able to translate strategy into concrete programs and deliverables. Senior TPMs in OCTO are expected to independently drive cross-company technical strategy, partner deeply with engineering teams, and contribute to shaping solutions in evolving technical domains.
As a Senior TPM in OCTO, you will operate at the intersection of engineering and execution – helping teams move from concept to reality, ensuring alignment, momentum, and delivery across interconnected efforts.

Responsibilities
- Partner with engineering teams to plan, execute, and deliver technical programs, including supporting prototyping, proofofconcepts, and early experimentation.
- Stay engaged with relevant services, platforms, frameworks, and tools across Microsoft and the broader ecosystem to inform program decisions and identify technical risks and dependencies.
- Track and synthesize internal and external technical inputs (e.g., research findings, engineering proposals, internal design docs) to inform program planning and prioritization.
- Drive scoped, crossteam initiatives by aligning stakeholders around clear goals, timelines, and success criteria and by managing tradeoffs across scope, schedule, and resources.
- Produce clear written materials – such as project briefs, status updates, and technical summaries – to ensure shared understanding and effective decisionmaking.
- Support the translation of technical ideas into actionable plans and recommendations, tailored to the scope and maturity of the work.
- Identify program execution risks and friction points, and work with partners to resolve blockers and improve delivery predictability.
Qualifications
Required Qualifications
- Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 2+ years of experience managing cross-functional and/or cross-team projects.
Other Requirements
- Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications
- Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 6+ years of experience managing cross-functional and/or cross-team projects.
- 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
- Track record of developing and launching successful AI products.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
