Meta is seeking a Program Manager to lead strategy and operations for domain registration management and off-platform enforcement programs. In this role, you will drive large-scale efforts to detect, investigate, and remediate abuse involving domain infrastructure and off-platform activity that threatens Meta's users, products, and brand integrity. You will partner with legal, policy, trust and safety, and engineering teams to build scalable enforcement workflows, shape program strategy, and influence how Meta responds to evolving threats across the domain ecosystem.
Program Manager, Domains and Off-Platform Enforcement Responsibilities
- Develop and drive the strategy and roadmap for domain registration management and off-platform enforcement programs, aligning cross-functional stakeholders across legal, policy, trust and safety, and engineering
- Identify systemic gaps in domain abuse detection and off-platform threat response, and design scalable operational interventions to close them
- Manage large-scale enforcement workflows including domain takedowns, registrar escalations, and coordinated off-platform abuse response operations
- Define program goals and success metrics, track performance against enforcement SLAs, and communicate progress and risks transparently to leadership and key stakeholders
- Evaluate tradeoffs between enforcement speed, legal risk, and operational capacity, and hold teams accountable to aligned priorities
- Leverage AI-integrated workflows to streamline abuse signal triage, enforcement documentation, and cross-functional coordination at scale
- Build and maintain relationships with domain registrars, registries, and external trust and safety partners to support enforcement escalations and policy alignment
- Coach peers on optimizing enforcement processes and simplifying operational workflows to improve system-wide efficiency
- Proactively identify emerging off-platform threat vectors and develop risk mitigation strategies that account for broader business and legal implications
- Create and deliver clear, structured communications on program status, enforcement outcomes, and strategic recommendations for diverse audiences including executive leadership
Minimum Qualifications
- 8+ years of experience in program management, trust and safety operations, or enforcement operations within a technology, legal, or domain services environment
- 8+ years of experience managing cross-functional programs involving legal, policy, and technical stakeholders with demonstrated ability to drive alignment and execution independently
- Experience with domain name systems, domain abuse enforcement, registrar or registry operations, or off-platform threat response programs
- Experience defining program strategy, setting measurable goals, and tracking enforcement outcomes against operational metrics
- Experience communicating complex enforcement or operational decisions in writing to technical and non-technical audiences, including leadership
Preferred Qualifications
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Track record of building enforcement programs from early-stage design through scaled operational execution in a fast-moving environment
- Experience working directly with domain registrars, registries, or ICANN-related policy bodies on abuse mitigation or enforcement escalations
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience applying AI or automation tools to scale trust and safety or enforcement operations workflows
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Familiarity with legal frameworks governing domain disputes, intellectual property enforcement, or platform liability as they relate to off-platform abuse
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)

United States of America: $152,000/year to $218,000/year + bonus + equity + benefits
Individual compensation is determined by skills, qualifications, experience, and location.
