Senior Program Analyst
Nationwide IT Services is seeking a full‑time Senior Program Analyst to support the Naval Sea Systems Command (NAVSEA) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs at the Washington Navy Yard, Washington, DC.
Duties and Responsibilities
- Working knowledge of the SBIR/STTR Program, procedures, configuration management, R&D focus areas, and SBIR/STTR R&D topic development and acquisition.
- Proficiency in initiating and maintaining programmatic and technical direction within broad program objectives directly related to SBIR/STTR Program R&D acquisition relative to DoD and component‑level systems and acquisition programs.
- Proficient in managing different phases of the DoD and component‑level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD instruction, acquisition planning, Deputy Program Managers, Data Rights, Small Business Administration (SBA) and statutory procurement requirements.
- Ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process, and procedures.
- Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.
Job Qualifications
- Twelve (12) years of professional experience in DoD or component-level R&D acquisition, including at least three (3) years in support of DoD or component SBIR/STTR program management performed within the last six (6) years.
- A minimum of three (3) years supervisory experience with all levels of SBIR/STTR Program policies, statutes, and regulations.
- Master’s degree in business, management or equivalent field.
- DoD Secret Clearance.
