What You Will Do
The Weapons Infrastructure Program Office (WIPO) seeks an exceptional senior leader to serve as the Capability Delivery Project-Program Director. This Project-Program Director 6 position provides strategic leadership for managing past and future components of WIPO's capability portfolio, ensuring the Laboratory's infrastructure capabilities meet weapons program needs across the Mission Need, Analysis of Alternatives, Preliminary Design, and Execution phases, as well as the Disposition & Demolition lifecycle for excessed capabilities. The role requires balancing a dynamically evolving portfolio of multi‑billion‑dollar capital acquisitions managed under DOE Order 413.3B.
Key Responsibilities
- Strategic Program Leadership : Provide vision, strategic and tactical planning, and overall direction for large, complex portfolios requiring multidisciplinary integration across multiple Laboratory organizations.
- Portfolio Integration : Serve as a critical contributor to WIPO’s portfolio integration and analysis efforts, ensuring alignment between infrastructure capabilities and weapons program requirements.
- Lifecycle Management : Lead and manage the Capability Delivery program element across all lifecycle phases from Mission Need through Disposition & Demolition.
- Cross‑Program Coordination : Coordinate closely with other WIPO Program Directors to ensure delivered tools and capabilities meet integrated needs.
- Execution Delivery : Apply expert knowledge to ensure capabilities are delivered within scope, schedule, budget, and risk envelopes, in line with Integrated Safety Management and Integrated Work Management principles.
- Risk and Change Management : Implement formal risk management and change control to manage scope, schedule, budget, and risk throughout project lifecycles.
- Project Oversight and Assurance : Establish, staff, and oversee Project Assurance Groups to monitor major project performance, advise on improvement opportunities, and report portfolio performance to WIPO.
- Personnel Leadership : Manage headcount, budgeting, assignments, hiring, onboarding, performance management, staff development, and team recognition.
- Reporting and Communications : Establish reporting and documentation requirements with executive‑level internal and external customers to communicate issues to Laboratory executive management and stakeholders.
Minimum Job Requirements
- Expert‑level project management experience for technical or operational work, including scope definition, scheduling, budgeting, performance milestones, cost baselines, variance reporting, change control, and risk management.
- Demonstrated success in developing, planning, and managing technically complex, multidisciplinary programs or projects in accordance with Laboratory policies.
- Expert experience partnering with and implementing governmental regulations related to technical or operational work, particularly DOE Order 413.3B.
- Experience in managing, supervising, and developing employees in a respectful and inclusive work environment.
- Established ability to build and maintain executive‑level external and internal customer relationships, gain consensus, and resolve conflicts.
- Excellent oral and written communication and presentation skills.
- Ability to obtain a DOE Q clearance.
Education and Experience
Minimum of a bachelor’s degree in a technical discipline and at least fifteen years of relevant experience, or an equivalent combination of education and experience. An advanced degree and Project Management Institute certification are preferred.
Desired Qualifications
- Consultative‑level project management knowledge for technical or operational work, including scope, schedule, budget, and risk management.
- Consultative‑level experience partnering and guiding governmental regulations related to technical or operational work, especially DOE Order 413.3B.
- Expert knowledge of the LANL weapons program.
- Active DOE Q clearance.
Work Location
Onsite, located in Los Alamos, NM.
Position Commitment
Regular appointment employees required to serve a continuous period of one year in their current position. Appointment is a prerequisite for applying to other Laboratory jobs.
