The Chief of Strategic Planning and Administration (CSPA) is a senior strategy and operations leader for the Maryland State Retirement and Pension System's Investment Division, serving as a trusted adviser to the Chief Investment Officer. The role oversees executive operations, culture communications, administrative staff, governance, and serves as a key liaison between CIO leadership, staff, Trustees, and external stakeholders. The CSPA manages administrative functions, coordinates strategic initiatives, and provides executive support including schedule management, communications, and process improvement.
Key qualifications
- Bachelor's degree from an accredited college or university
- Seven years of progressively responsible experience in strategic planning, operations, program/project management, governance, executive administration, or related field
- Experience leading complex cross-functional projects with multiple stakeholders and organizational priorities
- Demonstrated ability to prepare clear executive-level written materials, presentations, and decision-support information
- Experience supervising employees, leading teams, or directing substantial workstreams
- Ability to manage competing priorities, exercise discretion, and communicate effectively across organizational levels
