About the Position: The Non-State (NS-14) Service Program Specialist Team Leader is in the Public Safety Planning Division located in PEARL, MS, RANKIN COUNTY and will serves as the lead coordinator and technical expert for the Juvenile Facility Monitoring Unit (JFMU), providing leadership and oversight for monitoring activities conducted at juvenile detention centers, training schools, assessment centers, residential treatment facilities, and other juvenile justice programs throughout the State of Mississippi.This position plans, coordinates, and directs the work of Program Specialists responsible for evaluating facility operations, ensuring compliance with applicable state and federal laws, regulations, standards, and agency policies governing the care, custody, treatment, safety, education, and rehabilitation of juveniles. The Team Leader serves as the primary point of contact for assigned monitoring activities, provides technical assistance to juvenile facilities, prepares monitoring reports, recommends corrective actions, and promotes continuous quality improvement throughout the state's juvenile justice system.The incumbent exercises independent judgment in planning work assignments, interpreting standards, evaluating facility performance, and recommending corrective measures while ensuring consistency, fairness, and professionalism in all monitoring activities.Essential Duties and Responsibilities• Lead, coordinate, and supervise the daily activities of the Juvenile Facility Monitoring Unit.• Assign monitoring schedules and workload to Program Specialists.• Conduct comprehensive on-site and virtual compliance reviews of juvenile detention centers, training schools, residential treatment programs, and other juvenile facilities.• Evaluate facilities for compliance with applicable state laws, federal regulations, court orders, accreditation standards, licensing requirements, and agency policies.• Review facility policies, procedures, operational practices, staffing levels, security measures, incident reports, grievances, medical services, educational programming, behavioral health services, and rehabilitative programming.• Evaluate conditions of confinement to ensure the safety, welfare, rights, and well-being of juveniles.• Conduct interviews with facility administrators, staff members, juveniles, contractors, and stakeholders during monitoring visits.• Review documentation including:o Resident fileso Medical recordso Incident reportso Use-of-force reportso Restraint and isolation documentationo Staffing scheduleso Training recordso Maintenance recordso Emergency preparedness plans• Prepare detailed monitoring reports identifying findings, strengths, deficiencies, and recommendations for corrective action.• Develop and monitor corrective action plans to address identified compliance issues.• Track facility progress toward compliance and verify implementation of corrective actions.• Provide technical assistance, consultation, and guidance to facility administrators regarding regulatory requirements and best practices.• Ensure consistency in interpretation and application of monitoring standards among JFMU staff.• Review and approve monitoring reports prepared by subordinate Program Specialists.• Conduct quality assurance reviews of completed inspections and monitoring activities.• Assist in developing and revising monitoring protocols, policies, procedures, and assessment instruments.• Collect, analyze, and interpret monitoring data to identify statewide trends and emerging issues.• Prepare statistical reports, executive summaries, and presentations for agency leadership.• Coordinate with state agencies, local governments, courts, juvenile justice partners, law enforcement agencies, and service providers.• Respond to complaints or referrals regarding juvenile facility operations as assigned.• Participate in special investigations involving alleged violations of juvenile care standards when directed.• Assist with accreditation reviews and licensing inspections.• Recommend improvements to monitoring practices, operational procedures, and juvenile justice programs.• Represent the agency at meetings, conferences, training events, and interagency workgroups.• Maintain confidentiality of juvenile records and sensitive information in accordance with applicable laws.• Perform other duties as assigned.
