Senior Project Manager – Transmission Routing and Siting
Location: United States – Sacramento, California (additional locations: Phoenix, Arizona; Riverside, Walnut Creek, Claremont, Long Beach, Folsom, Los Angeles, Tucson, Utah – Salt Lake City, Las Vegas, San Diego, Albuquerque, Irvine). The role is full‑time and regular.

What You Will Do
- Develop buildable routing and siting solutions for utility and developer infrastructure.
- Collaborate with project teams, including utility and developer staff and consultants.
- Engage stakeholders such as government agencies, regulators, communities and landowners.
- Prepare testimony and technical documentation, including studies for defensible line route and facility site selection.
- Plan and monitor project scope, schedule, and budget.
- Mentor and support newer staff to produce client deliverables.
- Build key relationships with HDR and utility staff.
- Strategic thinking, networking, client relations and lead development.
- Travel average 10‑20% of the time.
- Perform other duties as needed.
Ideal Candidate
- 10+ years of experience in linear projects involving land acquisition, routing or environmental planning.
- 8+ years of experience writing proposals, developing scopes of work, budgets and schedules for complex environmental projects.
- Experience preparing applications for state utility regulatory agencies and system operators.
- Experience providing expert witness testimony (desired).
- Strong conceptual, organizational, analytical, problem‑solving and research abilities.
- Ability to support multiple complex and time‑sensitive projects effectively.
- Strong communication and client service orientation.
Preferred Qualifications
- Bachelor’s degree in environmental planning, environmental science, community planning, engineering, landscape architecture or related field.
- Demonstrated ability to write proposals, develop scopes, budgets and schedules for multi‑disciplinary teams and multi‑agency efforts.
- Knowledge of permit requirements.
- Experience supporting design and construction teams.
- Proficiency with Microsoft Office, estimating and scheduling software, and project management software.
- Excellent organizational, project management and communication (written and verbal) skills.
- Commitment to participating actively in an employee‑owned culture.

- 10 years of related experience.
- Minimum of 5 years of project management experience.

Compensation
California locations: $137,445 – $223,125. Nevada locations: $124,950 – $178,500. Compensation is based on skills, experience, education and geographic location.
