Senior Project Manager, Design and Construction (Waterfront)

Position Overview
The Senior Project Manager will manage a portfolio of design and construction projects across NYCEDC’s cruise portfolio, including the Brooklyn Cruise Terminal and Manhattan Cruise Terminal. The role involves coordination with asset managers and stakeholders to ensure assets are operational and capital improvements are advanced. The manager will develop and implement a long‑term redevelopment plan for modernized cruise facilities.
Essential Duties and Responsibilities
- Review facility condition reports and inspection findings; conduct site assessments and collaborate with internal and external stakeholders to identify, prioritize, and scope capital needs in alignment with NYCEDC objectives.
- Support capital planning efforts, including long‑term capital plans and annual budgets across NYCEDC’s asset portfolio.
- Manage all phases of the project lifecycle, including procurement, existing conditions assessments, programming, feasibility studies, estimating, schematic design through construction documentation, regulatory submissions, bidding, construction, and close‑out.
- Serve as primary point of contact for projects and contracts, ensuring coordination across stakeholders and accountability throughout the development process.
- Monitor project performance, including schedule, scope, and budget; conduct site visits, track progress, and proactively resolve issues with operations and senior leadership.
- Oversee project financials and funding processes, including invoice and change order review, procurement coordination, award approvals, and compliance with NYCEDC policies.
- Work with Asset Management Portfolio Managers and Asset Management Property Operations teams to align projects with policy, market, tenant needs and operations considerations.
- Maintain project scope, cost, and schedule controls, including reporting.
- Establish record‑keeping systems consistent with NYCEDC policy.
- Create and deliver presentations, memos, and other materials to communicate project recommendations and findings.
- Represent NYCEDC in professional and public forums as needed.
- Perform additional duties and special projects as assigned.
Qualifications
- Bachelor’s degree or equivalent experience in architecture, engineering, urban planning, construction management, or a related field.
- 3+ years of experience in capital project management, design and construction management, facilities management, or a related field.
- Strong written, verbal, and analytical communication skills, with ability to present to diverse audiences.
- Project management experience, managing multiple projects through full lifecycle phases.
- Ability to manage competing priorities, stay organized, and meet deadlines in a fast‑paced environment.
- Proven ability to identify, anticipate, and resolve issues proactively.
- Ability to adapt to changing priorities and work effectively in dynamic environments.
- Experience collaborating with internal and external stakeholders across multidisciplinary teams.
- Proficient in Microsoft Office Suite; experience with Oracle, PMWeb, NYC IPIS, ArcGIS is a plus.
- Valid driver’s license preferred.
- Willing to provide 24/7 emergency response where appropriate.
- New York City residency required within 180 days of hire.
Salary Range
$84,000 - $86,000 USD
