SALARY RANGE
The starting salary range for the Project Manager is $103,360 - $129,200 based on qualifications. With tenure and strong performance an employee may earn up to $155,040 annualized.
The starting salary range for the Project Manager Senior is $115,840 - $144,800 based on qualifications. With tenure and strong performance an employee may earn up to $173,760 annualized.
The starting salary range for the Project Manager Principal is $136,880 - $171,100 based on qualifications. With tenure and strong performance an employee may earn up to $205,320 annualized.
All new employees hold a 12‑month introductory period.

PROJECT MANAGER
Overview A Project Manager leads teams on projects of low to moderate complexity to achieve outcomes on time and within budget. Responsibilities cover initiation, planning, execution, and close‑out. Projects may include hydro‑power plant rehabilitation, transmission or distribution system construction, major building construction, or telecommunications infrastructure.
- Project Execution Manage projects of low to moderate complexity according to scope, schedule, and budget. Measure progress against plans and objectives. Typical characteristics: low risk, small scale, 10 or fewer stakeholders, project team of 10 or less, budget under $5 M.
- Project Planning Develop plans for resources, milestones, deliverables, risk assessments, cost estimates, quality requirements, and policies.
- Project Control Follow effective control systems to ensure contractor and District activities comply with schedules and contracts.
- Quality Control Ensure quality processes are in place to meet customer satisfaction and technical requirements.
- Team Direction Build and lead project teams, negotiate staff resources, and coordinate with other managers. Escalate issues in a timely manner. Perform field data collection as needed.
- Communications Report progress to supervisors, teams, and clients; assist in external communications and regulatory agency interactions.
- Development Pursue continuing education and training to refine project management skills.
- Attendance & Safety Maintain predictable attendance and comply with District policies, training, and safety procedures.
- Vehicle Operation Drive a motorized vehicle while conducting business.
Education Bachelor’s Degree in Construction Management, Electrical, Civil, Mechanical Engineering, Network Engineering, or a related field.
Experience 3+ years managing construction or major maintenance projects. Preferred experience includes power plant rehabilitation, major building construction, utility transmission or distribution, or telecommunications infrastructure.
Licenses and Certifications Certified Project Management Professional (PMP) within 24 months of hire. Valid driver’s license at hire and Washington driver’s license within 30 days.
Skills and Abilities Basic knowledge of project management tools, Power Plant facilities, telecom infrastructure, transmission and distribution systems, major building construction, building construction codes. Demonstrated planning, scheduling, estimating, contract administration, stakeholder relations, negotiation, written and verbal communication, procurement, and proficiency with PowerPoint, PeopleSoft Financials, Maximo, Excel, Project, Word, Primavera, and general office equipment. Proficient in English.
PROJECT MANAGER SENIOR
Overview The Senior Project Manager leads teams on medium‑complexity projects of single or multiple year duration. Projects encompass hydro‑power plant rehabilitation, transmission or distribution, major building construction, or telecommunications infrastructure.
- Project Execution Implement and manage medium‑complexity projects, typically with budget >$5 M, more than 10 stakeholders, team larger than 10 members, and multiple business units. Manage vendors and consultants and handle change management.
- Project Planning, Control, Quality Control, Team Direction, Communications, Development & Mentoring, Attendance & Safety, and Vehicle Operation as in the Project Manager description.
Education Bachelor’s Degree in Construction Management, Electrical, Civil, Mechanical Engineering, Network Engineering, or related field.
Experience 7+ years in construction or major maintenance project management. Preferred track record managing multiple projects in power plant rehabilitation, major building construction, utility transmission or distribution, or telecommunications infrastructure.
Licenses and Certifications PMP within 24 months of hire. Valid driver’s license at hire and Washington driver’s license within 30 days.
Skills and Abilities In‑depth knowledge of project management processes and tools; basic knowledge of construction methods, WA Public Works procurement regulations, and applicable codes. Expertise in initiating, planning, executing, and closing medium complexity projects. Ability to develop business cases, schedules, estimates, and contracts; effective stakeholder relationships and negotiation. Excellent writing, speaking, and presentation skills. Proficiency with PowerPoint, PeopleSoft Financials, Maximo, Excel, Project, Word, Primavera, and general office equipment. Proficient in English.
PROJECT MANAGER PRINCIPAL
Overview The Principal Project Manager leads high‑complexity, multi‑year projects and programs, ensuring on‑time, on‑budget delivery. These projects often involve high risk, high technical complexity, more than 20 stakeholders, teams over 20 members, multi‑million dollar budgets, and extensive change management.
- Project Execution Implement and manage high complexity projects and programs, overseeing control systems, quality, and workforce impacts across business units.
- Project Planning, Control, Quality Control, Team Direction, Communications, Development, Mentoring, Technical Guidance, Attendance & Safety, Vehicle Operation as in the Senior description.
Education Bachelor’s Degree (B.S. or B.A.) in Construction Management, Electrical, Civil, Mechanical Engineering, Network Engineering, or a related field.
Experience 10+ years in construction or major maintenance project management; 15+ years in managing complex large‑scale projects and programs. Preferred experience includes power plant rehabilitation, major building construction, utility transmission or distribution, and telecommunications infrastructure.
Licenses and Certifications Portfolio Management Professional from PMI. Valid driver’s license at hire and Washington driver’s license within 30 days.
Skills and Abilities Advanced project and program management knowledge; basic construction methods; WA Public Works procurement regulations; deep knowledge of Power Plant facilities, telecom infrastructure, transmission or distribution systems, major building construction, and building construction codes. Proven expertise in high‑complexity program management, business case development, scheduling, estimating, contract administration, stakeholder relationships, negotiation, and negotiation with external agencies.
