A leading Local Authority is seeking an experienced Project Manager to support the next phase of development and delivery for its Best Start Family Hubs programme, now entering its fourth year.
This is a fantastic opportunity for a skilled programme professional with a strong grasp of the Best Start, Healthy Babies, Early Years and Family Hub agenda, along with excellent partnership, programme management and stakeholder engagement skills.
Essential Requirements
- PRINCE2 Practitioner (or equivalent recognised qualification – APM PMQ, MSP, etc.)
- Proven experience delivering complex projects within children's services, early years, public health, family support or related sectors
- Strong understanding of early childhood development, family support, health inequalities and the Best Start agenda
Key Responsibilities
- Lead project management and delivery of the local Best Start Plan, supporting increased achievement of a Good Level of Development at the end of EYFS
- Coordinate cross-departmental and multi-agency workstreams spanning council services, health partners, education providers, VCS organisations and families
- Manage programme governance -action plans, risk registers, issue logs, dependencies, milestones and reporting
- Prepare high-quality reports, briefings and presentations for Senior Leadership, Elected Members, Partnership Boards and the DfE
- Lead community partner engagement to strengthen the Family Hub Network offer and communication with families and stakeholders
- Support implementation of a new Best Start Inclusion Practitioner offer, aligned with local SEND and Inclusion strategies
- Embed co-production and community engagement throughout, ensuring children, parents, carers and communities shape service design and evaluation
- Monitor performance, outcomes and impact against local priorities and national expectations
Working Arrangements
Hybrid – 2–3 days per week on‑site across Family Hubs and Council HQ, with the remainder worked remotely. Attendance at partnership meetings, community events and stakeholder workshops across the city will be required.
