We are looking for a Public Health Contracts Manager to lead the delivery, development, and oversight of the divisions commissioned services. Working closely with commissioners and providers this role will oversee performance and quality in delivery, and ensure robust governance and compliance with legal, procurement and financial legislation across a diverse portfolio. This is an exciting opportunity to play a key role in ensuring that high-quality, evidence-based services are delivered across Leicester, aligned to our Health and Wellbeing Strategy and local priorities. Working as part of the Public Health division, you will collaborate widely with internal teams, providers, and external partners to influence and improve services that make a real difference to residents’ lives.
Your role
As a Public Health Contracts Manager, you will lead on the strategic and operational management of public health contracts, ensuring that services are effectively commissioned, monitored, and continuously improved. You will oversee the full commissioning cycle, from input into initial service design through to procurement, performance and quality management, and evaluation. You’ll maintain strong governance and reporting arrangements, using data and intelligence to monitor performance, identify risks, and drive quality improvements through management of KPI’s, quality indicators, and audits. Working closely with colleagues in procurement, finance and legal services, you will ensure compliance with statutory requirements and council policy while delivering value for money. A key part of the role will involve building and maintaining effective relationships with providers, partners and stakeholders across the system. You will influence and negotiate to achieve positive outcomes, supporting collaborative approaches to improving health and wellbeing and reducing inequalities. You will also provide leadership to a small team, setting clear direction, supporting development, and fostering a culture of accountability, continuous improvement, and high performance.
What You’ll Need
You will bring substantial experience of managing numerous contracts, projects, or programmes within public health or a related field, a strong understanding of quality and performance management, and a demonstrable grasp of public health principles. Highly articulate with excellent written and verbal communication skills you’ll be confident working with a wide range of stakeholders, including senior leaders and external partners, and experienced in negotiating and managing complex relationships. You will be skilled at analysing data and using evidence to inform and justify decision making, develop strategies, and drive service improvements. You’ll have excellent organisational and analytical abilities, with the confidence to manage competing priorities, budgets, and risks effectively while maintaining a grounded public health focus. Experience of working with a high volume of complex workstreams, procurement / legal processes, developing service specifications, and producing high-quality reports and advice will be essential. As a leader you will have experience of successfully managing individuals and / or teams and be committed to developing people and promoting a positive, inclusive and high-performing team environment, aligned to the council’s vision and values.
