Job Summary:
The Technical Project Manager is responsible for overseeing application projects from initial planning through acceptance testing. This role requires strong expertise in Agile methodologies, requirements management, stakeholder communication, and software delivery coordination. The manager will ensure project schedules, scope, and deliverables are effectively managed while maintaining clear communication with all involved parties.
Responsibilities:
- Create project charters and schedules covering the full project lifecycle from requirements gathering to final acceptance testing.
- Analyze Library support systems and categorize ongoing operations, maintenance, and development tasks shortly after kickoff and quarterly thereafter.
- Participate in estimating project implementation requirements as needed.
- Provide regular project status updates to Data Production and Information Products divisions on a monthly, quarterly, and yearly basis.
- Coordinate projects using GitHub repositories, keeping issues up to date continuously.
- Lead scrums and project meetings as required by specific projects.
- Coordinate requirements gathering, manage project scope, track deliverables, and oversee task signoffs with stakeholders.
- Inform IT project managers and stakeholders about schedule changes, delays, or issues impacting project scope.
- Perform duties as outlined in the Performance Work Statement (PWS).
- Attend one in-person meeting annually at Beltsville, MD, while working remotely.
Required Skills & Certifications:
- Minimum 4-5 years experience collaborating with Business Stakeholders, Business Analysts, and Technical Architects on IT projects such as application refactoring or cloud migrations.
- Minimum 4-5 years experience maintaining documentation databases such as SharePoint and GitHub.
- Project Management Professional (PMP) certification is required.
- Strong knowledge and experience in Agile project management.
- Effective stakeholder communication and coordination skills.
Preferred Skills & Certifications:
- Experience with GitHub project coordination and issue tracking.
- Familiarity with software delivery lifecycle and acceptance testing processes.
Special Considerations:
- Remote work with a requirement to attend one annual in-person meeting in Beltsville, MD.
Scheduling:
- Primarily remote work schedule with flexibility for meetings and project coordination activities.
- Participation in project meetings and scrums as needed per project requirements.
