About the Role
As a Project Manager I/II, you will provide vital engineering expertise to support transportation, drainage, parks, and construction initiatives throughout Greenwood Village. You’ll manage capital improvement projects from concept through completion, perform engineering studies, analyze data, review plans, conduct inspections, collaborate with contractors and engineers, support residents, and ensure that infrastructure improvements meet City standards for safety, functionality, and environmental stewardship.
The Project Manager position is offered at two levels:
Project Manager I: An entry-level professional engineering role suitable for candidates with foundational knowledge and limited or no directly related experience.
Project Manager II: A journey‑level engineering role responsible for the full spectrum of complex engineering duties, project management responsibilities, and independent work within assigned programs.
A. Essential Duties & Responsibilities
Civil Engineering Functions
- Conduct engineering studies and cost analyses on assigned projects.
- Prepare or review computations, preliminary layouts, and design work from field and survey data.
- Perform engineering design work using required standards and codes; prepare plans, specifications, calculations, and estimates.
- Review engineering and architectural drawings involving drainage, parks, roads, utilities, and traffic control.
- Prepare engineering plans, charts, and graphs from field notes.
- Collaborate with engineers, architects, and contractors; present technical analyses to internal and public audiences.
- Perform field inspections to verify construction accuracy.
- Manage contracts, monitor compliance, review field reports, and ensure proper resolution of construction issues.
- Assist in reviewing development applications, including civil plans and grading plans.
B. Capital Improvement Project Management
- Manage capital improvement projects from design through construction.
- Prepare designs, specifications, RFPs, and bid documents; review consultant and contractor work.
- Recommend award of work, ensure specification compliance, and approve project payments.
- Oversee inspection of public improvements.
- Support program budgeting, project scoping, and development of public meeting materials.
- Work directly with residents to gather input and address project concerns.
- Coordinate project activities with partnering municipalities, counties, districts, and agencies.
C. Environmental/Drainage Engineering Functions
- Ensure water quality and drainage facilities meet federal, state, and local regulations.
- Review City and private development plans for conformance with drainage standards.
- Provide engineering support on drainage projects and assist with floodplain administration.
D. Roadway Engineering Functions
- Develop specifications, cost estimates, and scopes for City construction contracts.
- Oversee infrastructure inventory and rating systems for pavement and trail management.
E. Traffic Engineering Functions
- Conduct engineering traffic studies, speed surveys, and accident analyses.
- Maintain traffic counts and recommend improvements.
- Review street improvement plans, signage, and striping for compliance.
- Provide technical support on traffic engineering initiatives.
F. Parks Engineering Functions
- Support groundwater well management and irrigation water rights reporting.
- Prepare in‑house civil designs for park facilities and improvements.
- Coordinate AutoCAD drafting for park‑related projects.
G. Supervisory Responsibilities
- Direct and coordinate work of assigned personnel.
- Plan schedules, allocate resources, conduct performance assessments, and support staff development.
H. Miscellaneous Administrative Functions
- Prepare technical recommendations for City leadership and commissions.
- Attend professional meetings and maintain industry knowledge.
- Assist with citizen inquiries and perform other duties as assigned.
Required Skills & Qualifications
Project Manager I
- Knowledge of civil engineering principles, mathematics, design, and construction practices.
- Ability to learn engineering-specific terminology, codes, regulations, and best management practices.
- Ability to perform technical research, solve engineering problems, and prepare designs under supervision.
- Proficiency with office software and computer engineering systems.
- Strong communication and interpersonal skills.
- Ability to maintain sound decision-making and effective visual and auditory perception.
Project Manager II (includes PM I skills plus):
- Comprehensive understanding of engineering principles and practices in civil, environmental, or traffic engineering.
- Experience with pavement design, construction methods, materials testing, and quality assurance.
- Knowledge of project management, municipal budgeting, and supervision.
- Ability to independently design, review, and modify engineering plans and specifications.
- Strong analytical skills and ability to recommend and implement solutions.
- Ability to manage capital improvement projects and supervise assigned personnel.
Education & Experience Requirements
Project Manager I:
- Bachelor’s degree in civil engineering, environmental engineering, traffic engineering, or a related field.
- No experience required.
- Valid Colorado driver’s license or ability to obtain.
Project Manager II:
- Three years of responsible civil, environmental, or traffic engineering experience.
- Professional Engineer registration, Engineering Intern certificate, Master's degree, Certified Landscape Architect, PMP certification, or AICP certification.

Supervisory Responsibilities
This position supervises supervisory, technical, and line‑level staff.
Working Conditions
Work occurs both indoors and outdoors, with exposure to varying weather conditions and environmental hazards. Interaction with City staff and the public is frequent. This position may require evening and weekend work and may exceed standard scheduled hours.
