Position: Project Manager – Senior
Location: 100 Hancock Street, Quincy, MA (Hybrid)
Duration: Through 6/30/26 with possibility of extension
Rate: Negotiable based on experience
Our client is seeking a Senior IT Contracts/Project Manager to join a collaborative team supporting the Transformed Medicaid Statistical Information System (T‑MSIS). The Senior PM will manage projects across operational and technical workstreams, lead procurement activities, develop and manage contracts, oversee vendor performance, and prepare financial requests to support ongoing initiatives.
This role partners closely with internal business and technical leadership, program directors, IT leads, external technical teams, and vendor partners. Responsibilities include ensuring project documents are created and maintained, financial and contract artifacts are approved, business cases are developed, and project schedules remain on track. The Senior PM will also serve as the primary contact for critical initiatives, driving conflict resolution, risk mitigation, and alignment with established standards and governance practices.
The role follows a hybrid work model, Monday–Friday, 9:00 AM–5:00 PM.
Detailed List of Job Duties and Responsibilities
- Work with business and IT leadership to understand and document business cases for technical initiatives
- Create and manage Business Cases, Project Proposals, Federal/State funding requests, RFPs, and RFQs
- Support creation and maintenance of T‑MSIS Advance Planning Document (APD) iterations
- Lead procurement teams through vendor response review, evaluation, selection, and contract negotiation
- Lead collaborative efforts across design, development, testing, and implementation phases
- Ensure all initiatives have a documented project plan, traceability matrix, risk/issue log, and SharePoint project repository
- Communicate effectively with business leaders, technical teams, and cross‑functional partners—translating technical concepts into business‑friendly language
- Adhere to standard project management methodologies, policies, procedures, and quality assurance expectations
- Coordinate resource support across Business Analysis, SQA, Development, and peer management groups to support capacity planning
- Establish controls to manage project scope and facilitate changes through the Change Advisory Board (CAB)
- Prepare and distribute weekly project status reports including progress updates, risks, and mitigation strategies
- Create system and program documentation such as data flow diagrams, flow charts, file layouts, I/O documentation, and project narratives
- Manage cross‑discipline communication to ensure alignment and timely delivery across all workstreams
Knowledge, Skills, and Abilities
- 5+ years of experience managing complex, cross‑functional IT projects
- 5+ years of experience using hybrid and Agile methodologies in large enterprise environments
- 5+ years of experience creating business cases, managing contracts, and developing RFP/RFQ documents and funding requests
- Proven experience with Agile and Waterfall methodologies
- Strong ability to negotiate, influence, and manage the expectations of diverse stakeholders
- Excellent communication and negotiation skills supporting both technical and non‑technical audiences
- Ability to multitask and adjust to shifting priorities in a fast‑paced environment
- Demonstrated conflict resolution, consensus building, and mediation skills
- Experience managing resources within a matrix reporting structure
- Ability to break down complex technical requirements into clear, manageable components
- Experience in government or public‑sector environments preferred
- Proficiency with project management tools such as Microsoft Project, JIRA, or similar
- Experience supporting federal reporting projects is a plus
Experience and Education
- 5+ years of experience developing business cases, contract documents, RFPs/RFQs, and funding requests
- 5+ years of experience with both Agile and Waterfall project methodologies
- Strong interpersonal and negotiation skills across technical and non‑technical groups
- Experience with conflict resolution and matrix‑managed teams
- Ability to interpret and communicate technical information effectively
- Government/public‑sector experience preferred
- Proficiency in project management software (Microsoft Project, JIRA, etc.)
- Experience with federal reporting initiatives is beneficial
