Project Manager – Digital Health Transformation (Contract)
Contract Length: 15 months
Location: Remote (preference for candidates based in British Columbia)
Overview
We are seeking a senior Project Manager to support a large‑scale digital health transformation initiative focused on the modernization and long‑term sustainability of provincial laboratory services. This role will lead complex, multi‑stakeholder workstreams that span clinical, operational, and technical domains, with a strong emphasis on governance, transition planning, and service continuity.
This is a transformation and transition role, not a net‑new system build. The successful candidate will orchestrate the safe transition of legacy solutions, align diverse health sector partners, and ensure patient safety and operational continuity throughout periods of change.
Key Responsibilities
- Lead and maintain an integrated project plan including timelines, dependencies, milestones, and critical path activities.
- Establish and manage project governance, including status reporting, RAID and decision logs, change control, and escalation pathways.
- Coordinate across clinical, business, operational, and technical stakeholders to validate scope, readiness, and cutover activities.
- Oversee legacy system transition and decommissioning workstreams, including application retirement, data archiving and retention, interface changes, access removal, vendor off‑boarding, infrastructure teardown, and operational handover.
- Manage risk and continuity planning to prevent unintended disruption to clinical workflows, downstream systems, reporting, or patient care.
- Support vendor and procurement activities, including RFP / SOW coordination, deliverable acceptance, and invoice validation.
- Develop and execute stakeholder communications related to change impacts, timelines, readiness requirements, and transition activities.
- Provide executive‑level reporting and issue escalation to support informed decision‑making.
Key Deliverables
- Project charter and integrated project plan covering workstreams, resourcing, milestones, and dependencies.
- Governance cadence and executive‑level status reporting (weekly / bi‑weekly).
- Comprehensive RAID, decision, and change control registers.
- Detailed runbooks and cutover plans, including validation and rollback strategies.
- Data disposition and retention plans aligned with privacy, security, and records management requirements.
- Operational handover and project closure documentation, including lessons learned and final sign‑off.
Required Experience & Qualifications
- 10+ years leading large‑scale, complex projects or programs, ideally within healthcare or the public sector.
- Demonstrated experience delivering initiatives within British Columbia’s health system (e.g., health authorities, provincial agencies, shared services, or Ministry partners).
- Proven experience with system transitions or decommissioning, including dependency management and service continuity planning (not just implementations).
- Strong background working in enterprise IM/IT environments, including integrations/interfaces, data archiving, identity and access management, and operational readiness.
- Working knowledge of healthcare privacy, information security, and records retention practices.
- Demonstrated ability to plan and execute change management and stakeholder communications across complex organizations.
- Excellent governance, facilitation, documentation, and issue‑resolution skills.
- PMP or equivalent project management certification is strongly preferred.
- Ability to work independently, manage competing priorities, and deliver in a highly complex, multi‑stakeholder environment.

- This is a remote contract role, with a strong preference for candidates based in British Columbia due to stakeholder engagement and health‑system familiarity.
- Candidates must be comfortable operating at an executive and system‑level, coordinating across organizations rather than managing a single delivery team.
