The Air Force Civilian Service (AFCS) is looking for a Full-Time Acquisition Program Management Specialist (NH- ) to work for the Air Force Rapid Capabilities Office (AFRCO) in Washington, DC.
PCS expenses will be paid.
Salary Range: $127,624 to $165,917 (without locality)

Qualifications:
In this position Serves as an Acquisition Management Specialist for the Air Force Rapid Capabilities Office (AFRCO). The primary purpose of the position is to provide program managers and the Director with objective information and analysis for making Air Force investment decisions and adjustments for highly classified US advanced technology assurance programs, by accomplishing a wide variety of assignments concerned with program execution and resource allocation. Special emphasis is placed on streamlined program execution that accelerates delivery of operational capability to the warfighter in a responsive and timely manner. Mission: Oversee Air Force acquisition workforce policy and strategic planning as well as training, development management of civilian and military acquisition resources.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
Employee is in a designated position that will be required to consent to random polygraph examinations
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employees must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Employees are expected to meet Continuing Acquisition Education requirements.
Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Knowledge, Skills, and Abilities:
In-depth knowledge of Congress and Public Affairs as well as program planning, budget and financial management cycles and policies.
Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
Ability to negotiate resolution of complex budget and financial execution issues and interpret and apply fiscal policy and financial rules, regulations, and procedures.
Ability to execute complex projects and/or studies within established time constraints.
Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field level representatives.
Ability to advise senior leaders, Program Element Monitors and field-level representative
