Position Title: HSPD-12 / Credentialing Specialist
Location: Onsite – USAGM HQ (Cohen Building), Suite 4300, 330 Independence Ave, SW, Washington, DC 20237
Position Type: Full-Time, Hourly W-2 (Non-Exempt)
Target Compensation: Up to $61.00 per hour (Based on experience)
Clearance Requirement: U.S. Citizenship required; must be able to obtain and maintain National Security Eligibility / Public Trust.
The HSPD-12 / Credentialing Specialist manages the full cradle-to-grave lifecycle of Personal Identity Verification (PIV) and PIV-Interoperable (PIV-I) badges for USAGM personnel. Operating out of USAGM Headquarters, this role handles identity proofing, biometric enrollment, card production, inventory accountability, SEAD 3 security reporting intake, and foreign travel briefings.
This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.
Core Responsibilities

Cradle-to-Grave PIV Management: Manage intake, identity proofing, enrollment, issuance, maintenance, revocation, and destruction of HSPD-12 compliant PIV and PIV-I credentials.

Identity Management System (IDMS) Operations: Operate agency IDMS workstations to input enrollment data, capture biometrics, and physically print federally compliant PIV badges.

SEAD 3 & Reporting Requirements: Receive, review, and log reportable security information from agency employees in accordance with SEAD 3 guidelines.

Foreign Travel Briefings: Deliver standardized agency foreign travel briefings and track post-travel reporting documentation.

Audit & Inventory Control: Maintain meticulous tracking logs for credential card stock, badge destruction records, and system notes to ensure 100% audit readiness.
Minimum Qualifications

Experience: Minimum of 2+ years of hands-on experience issuing HSPD-12 PIV cards and managing credentialing lifecycles within a federal agency environment.

Domain Knowledge: Proven proficiency in identity proofing standards (FIPS 201), agency Identity Management Systems (IDMS), and SEAD 3 reporting protocols.

Skills: High precision in data verification, meticulous recordkeeping, professional demeanor in face-to-face customer interactions, and proficiency in MS Office/SharePoint.
