Senior Civil Engineer/Project Manager – Public Works
Role Description: Huitt-Zollars, Inc. is offering a full-time position for a Civil Engineer (Eng IV) with ten or more years of experience who is a registered Professional Engineer. The role will be located in our Rio Rancho office and will focus on Public Works projects. The engineer will provide leadership, guide business development, and manage projects for local Rio Rancho and surrounding areas.

Duties
- Serve as Civil Engineer in the development of design schematics, construction plans, specifications, and estimates.
- Coordinate with EITs, designers, and drafters.
- Review shop drawings, perform field observations, and facilitate construction administration.
- Support project proposals, scopes, budgets, and manage execution and tracking of projects.
- Complete projects within client specifications, budgets, and schedules.
- Coordinate online meetings, prepare meeting agendas, and distribute meeting materials.
- Work on all types of projects with a focus on site development, from concept design through completion of construction documents.
- Coordinate with other disciplines and sub‑consultants (Architecture, Structural, Mechanical, Electrical, Plumbing, Fire Protection, etc.) throughout the design phase.
- Provide direction to engineers‑in‑training, CADD technicians, and project support staff to prepare drawings and technical specifications for permitting and bidding.
- Provide construction administration support, including contractor submittal reviews, RFIs, monthly invoice reviews, and participation in progress meetings and occasional site visits.
- Support the development of scopes of work, labor hour estimates, and project scheduling for new projects; communicate directly with clients as directed.
Key Responsibilities
- Undertake Project Manager responsibilities for major projects ($2.0+ million annual billing).
- Prepare and follow comprehensive Project Framework Instructions and proper work planning; ensure proper staff assignment.
- Review project reports and performance metrics to track progress and budget; lead projects to success on profit, schedule, quality, and client satisfaction.
- Contribute to the successful delivery and performance of projects.
- Develop and maintain strong client relationships.
- Follow Huitt‑Zollars business processes, including weekly rhythms.
- Pursue new business opportunities and assist in achieving office sales goals; develop and execute project win strategies.
- Apply Huitt‑Zollars QMS and quality initiatives; ensure adherence to quality controls.
- Engage in training, coaching, and mentoring of junior staff.
- Maintain necessary job knowledge and technical skills.

Qualifications
- Bachelor’s Degree in Civil Engineering (BSCE).
- Registered Professional Engineer.
- 10+ years of civil engineering design experience in Public Works.
- Proficiency in AutoCAD, Civil 3D, Excel, and Word.
- Ability to work independently in a team environment and manage multiple projects with limited supervision.
- Excellent verbal and written communication skills.
- Ability to present in meetings.
- Ability to design printed and digital engineering documents.
- Ability to write clearly to communicate technical issues and design ideas.

Physical Requirements
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 25 pounds at times.
- Ability to concentrate on details, work under deadline pressures, apply sound logic and judgment, and prioritize tasks and responsibilities.
