THE OPPORTUNITY
Building Ontario Fund (BOF) is seeking a full-time Project Manager. (This job posting represents an existing vacancy.)
PURPOSE OF POSITION
Accountable for leading complex cross-functional business and technology transformation initiatives that support organizational priorities. The role oversees all phases of project delivery, from business case development and planning through implementation and transition to operations, ensuring projects deliver measurable business value, operational efficiencies, effective governance, and sustainable organizational change.
KEY RESPONSIBILITIES
- Lead the delivery of complex business, operational, process improvement, digital transformation, and technology-enabled projects across the organization.
- Partner with business leaders to identify opportunities for operational improvement, process modernization, and technology enablement.
- Facilitate business requirements gathering, process analysis, solution evaluation, implementation planning, and transition to operations.
- Lead cross-functional project teams consisting of internal stakeholders, external vendors, consultants, and subject matter experts.
- Develop and maintain project governance structures, schedules, budgets, risk registers, issue logs, and executive reporting.
- Manage organizational change activities, including stakeholder engagement, communications, training, business readiness, and adoption planning.
- Coordinate implementation activities for enterprise systems, business applications, corporate services initiatives, and operational improvement projects.
- Ensure projects align with organizational priorities, governance requirements, risk management practices, and operational objectives.
- Identify opportunities to standardize processes, improve controls, enhance information management practices, and increase organizational effectiveness.
- Manage relationships with external vendors, consultants, and service providers to ensure deliverables, timelines, budgets, and quality expectations are achieved.
- Facilitate business process analysis and redesign activities to identify opportunities for standardization, automation, efficiency, and improved service delivery.
Qualifications
Education and Experience
- Bachelor’s Degree in Business Management, or a related field, or equivalent experience.
- PMP certification considered a strong asset.
- Minimum of three (3) years' experience leading complex cross-functional business, operational, technology, or transformation initiatives involving multiple stakeholders and external vendors.
- Experience developing business cases, facilitating procurement activities, and managing external implementation partners is considered an asset
- Experience leading complex business transformation, enterprise systems implementation, operational improvement, or digital modernization initiatives.
- Demonstrated ability to manage projects involving multiple business units, external vendors, and senior stakeholders.
- Experience with enterprise software implementations, business process redesign, information management, records management, or corporate systems projects is considered a strong asset.
- Experience delivering enterprise systems, digital transformation, process modernization, information management, or business improvement initiatives is considered an asset.
Knowledge and Skills
- In-depth knowledge of project management principles, methodologies, techniques, tools, and best practices.
- Knowledge of risk management principles and methodologies and project contingency planning.
- Knowledge of performance measurement principles and methods for evaluating project performance using financial and nonfinancial measures.
- Understanding of the Lean management philosophy and tools to enhance efficiencies and performance.
- Excellent stakeholder management and influencing skills, capable of balancing multiple perspectives, effective at all levels up to senior executive.
- Strong analytical skills combined with practical business and financial acumen.
- Creative-thinking and problem-solving skills along with time-management, prioritizing, planning and self-direction skills.
- Demonstrated ability to lead matrix project teams of peers and other stakeholders and ability to work well within a matrix environment.
- Ability to successfully navigate within varying degrees of ambiguity in a fast-paced environment.
- Strong political acuity, to recognize and take into account sensitive political situations.
- Strong attention to detail, along with strong written and verbal presentation and communication skills.
- Proficiency with Microsoft 365 applications including Word, Excel, PowerPoint, Teams, SharePoint, and related collaboration technologies.
- Strong understanding of project delivery methodologies and organizational change management practices.
- Ability to bridge business and technology perspectives and translate operational needs into practical solutions.
- Experience with business process mapping, requirements management, solution implementation, and operational readiness.
- Familiarity with enterprise applications, Microsoft 365 technologies, document and information management solutions, and business process automation tools is an asset.

Our office at 79 Wellington Street W, Toronto is steps from Union Station, with great dining and transit options.
As part of the Ontario Public Service, BOF requires employees to work in-office five (5) days/week . We believe in-person presence and collaboration strengthens culture and service delivery.

The expected salary for this role is CA$84,000-$105,000 for candidates who meet the stated qualifications.
