TheInformation and Privacy Commissioner of Ontario is an administrative tribunalresponsible for the Freedom of Information and Protection of Privacy Act(FIPPA), the Municipal Freedom of Information and Protection of Privacy Act(MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child,Youth and Family Services Act (CYFSA).
TheInformation Technology and Information Management Division is seeking acollaborative and results-oriented Project Manager & Business Analyst to support the planning and delivery of technology-enabled business improvementand modernization initiatives.
Reporting tothe Head of Information Technology and Information Management, you will play akey role in enhancing the IPC's case management application and supportingdigital transformation projects that improve business processes, servicedelivery, and organizational effectiveness. Working closely with businessstakeholders, technical teams, and external vendors, you will manage projects,conduct business analysis, facilitate stakeholder engagement, and help delivertechnology solutions that meet evolving business needs.
Whatcan I expect to do in this role?
As a ProjectManager & Business Analyst , you will:
- Lead and coordinatetechnology-enabled projects by developing project plans, managing scope,schedules, risks, and resources, while ensuring successful delivery ofbusiness outcomes.
- Conduct business analysisactivities by gathering and documenting business requirements,facilitating stakeholder workshops, mapping business processes, andsupporting solution design and implementation.
- Coordinate enhancements to theIPC's case management application, including requirements prioritization,vendor coordination, testing, release planning, and implementationactivities.
- Build effective relationships withbusiness partners, technical teams, and external vendors to supportproject delivery, organizational change, and continuous improvementinitiatives.
- Monitor project performance,prepare project reporting, support governance activities, and contributeto post-implementation reviews and ongoing process improvements.
You willqualify for this position by demonstrating:
Educationand Experience:
- A university degree in BusinessAdministration, Information Technology, Computer Science, PublicAdministration, or a related discipline.
- A minimum of four (4) years ofprogressively responsible experience leading business analysis and projectmanagement activities supporting business and technology initiatives.
- Experience delivering enterpriseapplication implementations or enhancements, preferably involving casemanagement or workflow-based systems.
- Experience eliciting, documenting,validating, and managing business, functional, and non-functionalrequirements while collaborating with diverse stakeholder groups.
KnowledgeRequirements:
- Knowledge of project management andbusiness analysis methodologies, including Agile, Scrum, Waterfall, andhybrid delivery approaches.
- Knowledge of business processimprovement, process mapping, organizational change management, andrequirements management practices.
- Understanding of MicrosoftDynamics, Microsoft 365, cloud technologies, and information managementprinciples.
- Knowledge of project governance,risk management, vendor coordination, and technology-enabled servicedelivery.
Skillsand Abilities:
- Strong analytical, organizational,and problem-solving skills, with the ability to manage multiple prioritiesand deliver results in a dynamic environment.
- Excellent communication,facilitation, stakeholder engagement, and relationship management skills.
- Demonstrated ability to translatebusiness needs into practical technology solutions while workingcollaboratively with technical and business teams.
- Strong planning, documentation,presentation, and organizational skills with a focus on continuousimprovement and client service.
AssetQualifications
- Having the ability to communicate(orally and in writing) in French is an asset.
- Professional certifications such asPMP, CCBA, PMI-PBA, Certified Scrum Master (CSM), Professional ScrumMaster (PSM), Lean Six Sigma, or Prosci Change Management are consideredassets.
- Experience working within theOntario broader public sector, government, regulatory agencies, or anindependent legislative office is considered an asset.
