Overview As Portfolio Manager (in their absence) you will oversee multiple highway delivery projects across the portfolio, coordinating with PMs, stakeholders and design teams to ensure delivery goals are met. You’ll manage risk, change control, and reporting while aligning work to contracts and safety standards. The role sits at the intersection of programme governance and client liaison, shaping delivery performance across the portfolio.

Responsibilities - Act as acting Portfolio Manager when unavailable and maintain delivery objectives with stakeholders
- Maintain contract compliance, define roles within the team, and produce timely performance reports
- Identify, escalate and resolve risks, issues, dependencies and constraints across the programme
- Oversee global/master programme maintenance for the portfolio and challenge PM inputs
- Coordinate project allocations to PMs based on capability and workload
- Engage with client at project and portfolio levels and manage change control processes
- Plan for site visits, travel requirements and occasional night shifts
- Ensure delivery adheres to CDM/H&S requirements and relevant legislation
Key requirements - Experience in highways construction & maintenance delivery or equivalent
- PM qualification; PRINCE2, APMP (preferred)
- HNC / HND in civil engineering or construction discipline (minimum)
- Knowledge of design interfaces and environmental requirements
- Experience coordinating with design teams and external resources
- CDM, H&S compliance competency; CSCS card
- Team leadership and performance management experience
